Webinar - FuelEU Maritime: Background and regulatory overview

FuelEU Maritime: Background and regulatory overview - Recap

In light of the European Union’s latest legislative measures and the International Maritime Organization’s (IMO) ambitious target to slash carbon intensity by 40% within the global shipping fleet by 2030, shipping companies are under mounting pressure to decrease their emissions. The maritime sector is embarking on a transformative journey where compliance with the FuelEU Maritime (FEUM) regulations will be pivotal for their operation and compliance.

The webinar provides a comprehensive overview of the FEUM, detailing its regulatory framework, specific targets, and compliance strategies.

Below you can watch the sessions and download the presentation from the speakers.

Q and A session

When regulation says "compared to 2020 level" - that's compared to the historical GHG emissions of this particular ship? Or some benchmark? What about a new-builds?

DB Web Accordian Tanker 739X739px

It's the fleet's average under MRV in 2020, so not the individual ship. The baseline for the calculation is the average well-to-wake GHG intensity of the fleet in 2020: 91.16 gCO2e/MJ. Newbuilds have the same 2020 baseline.

"Pooling" could be done on the fleet Owner level and/or Charterer level?

DB Web Accordian Tanker 739X739px

Yes, but the pool has to be under the same verifier.

What biofuel blend type (what components) do you foresee to be most popular next year under FuelEU?

DB Web Accordian Tanker 739X739px

This comes down to the specific client, and what would suit their vessels the best. If you are looking to find something specific that would suit your vessels, reach out to us. We have a biofuels technical expert who can go through everything that needs to be discussed with your technical department.

How will the penalty be paid? and by when / what date will the details be made known?

DB Web Accordian Tanker 739X739px

The details are already there, you can find the information on the slides for the FuelEU Maritime.

Is FEUM based on a Berth to Berth concept like the EU ETS?

DB Web Accordian Tanker 739X739px

Yes, the definition is the port call, which is the same as in the EU ETS.

Is a book & claim system allowed in the regulatory scheme of Fuel EU maritime. For example can a ship pay for low emission fuels produced and used (either by another ship or other industries) outside the EU.

DB Web Accordian Tanker 739X739px

Book & claim is not allowed under FEUM and neither is offsetting. As such no vessel can call an EU port without considering how to comply.

You've applied the same saving on EUA's for B30 and B100, but wouldn't B100 emit less CO2 than B30 or are they the same emission factor?

DB Web Accordian Tanker 739X739px

If you are looking at it a ton per ton, meaning the ton of the blend versus the ton of the B100, the latter would emit less CO2. But since you have B30, so more metric tons of B30, they actually work out being the same. So you only had the 1000 MT of B100 and you had just over the 3 times of the B30 mixture. So overall the emission is the same under the EU ETS.

How will onboard Carbon Capture affect the calculation?

DB Web Accordian Tanker 739X739px

As for now onboard Carbon Capture doesn't count. Meanwhile, it's part of the revision of FEUM in 2027 and could very well become part of the compliance solutions.
